Foundational Literacy encompasses the development of oral language skills, decoding (the understanding of sound-symbol relationships), reading fluency, reading comprehension, and writing proficiency. On the other hand, Foundational Numeracy involves cultivating a sense of numbers, comprehending shapes and spatial relationships, mastering measurement, and handling data, among other mathematical concepts.

The Foundational Literacy and Numeracy (FLN) Mission under NIPUN Bharat is an educational initiative in India aimed at improving the basic literacy and numeracy skills of students, particularly in the early grades of primary school. The mission was launched by the Government of India as part of its efforts to enhance the quality of education and ensure that all children have a strong foundation in reading, writing, and arithmetic.   • To ensure the availability and effective use of high-quality and culturally responsive teaching-learning material in children’s familiar/home language(s).

 

  • To focus on continuous capacity building of teachers, head teachers, academic resource persons and education administrators.

 

  • To actively engage with all stakeholders and build a strong foundation for lifelong learning.

 

  • To ensure assessment ‘as’, ‘of’ and ‘for’ learning through portfolios, group and collaborative work, project work, quizzes, role plays, games, oral presentations, short tests, etc.

 

  • To ensure the tracking of the learning levels of all students.

 

  • To guarantee the availability and effective utilisation of high-quality, culturally relevant teaching and learning materials in languages familiar to children’s homes.

 

  • To emphasise the continuous development of teachers, head teachers, academic resource personnel, and educational administrators.

 

  • To ensure assessment methods that are integrated into the learning process, including portfolios, group and collaborative projects, quizzes, role-playing, games, oral presentations, short tests, and more.
  • To establish a system for monitoring and evaluating the learning progress of all students.
